RESOLUTIONS
Resolutions reflect certain written actions or decisions by the City Council. Resolutions are generally introduced and adopted at the same meeting and cover such things as approval of agreements, procedures, fund appropriations, and property matters.
ORDINANCES
Ordinances are the laws of municipality. City Councils are given the power to pass Ordinances by Government Code Section 37100 as long as those Ordinances are not in conflict with the laws and the Constitution of the State of California or the United States.
Ordinances are the most binding form of action taken by the City Council. It is an act or law of a local government agency, duly enacted by the proper authorities and expressed in written ordaining form. Approval of an Ordinance requires a first and a second reading except in the case of urgency Ordinances, or Ordinances setting tax rates and the like. Generally, Ordinances become effective 30 days after the second reading.

SANTEE MUNICIPAL CODE AND CITY CHARTER
The Santee Municipal Code is a compilation of the Santee City Charter and all Ordinances adopted by the City Council, and all remaining ordinances, as amended, that were previously incorporated in the San Diego County Code of Regulatory Ordinances, the San Diego County Administrative Code and the San Diego County Zoning Code. The municipal code is organized by subject matter and consists of all regulatory and penal ordinances and certain administrative ordinances of the City of Santee, together with those secondary codes adopted by reference.
The Santee City Charter, which has been incorporated into the municipal code, was ratified by the voters at the November 2008 election. The Charter was filed with the Secretary of State on January 20, 2009 where it was assigned Charter Chapter Number 1 for publication in the Statutes of 2009.

ELECTIONS
The City Clerk’s Office administers City Elections. The City Council took action to consolidate its General Municipal Election with the Statewide General Election in November of even years. An Elections Information binder is located in the City Clerk’s lobby and contains data on current elections.
MAJOR PUBLIC DOCUMENTS AVAILABLE FOR REVIEW
The City Council and local and state laws often direct that copies of certain materials shall be available in the City Clerk’s Office for reference. Such things as the City’s General Plan, Budget, Capital Improvement Program, Public Works Standards, and various environmental impact reports are available.
PUBLIC RECORDS
The California Public Records Act was enacted with the objective of increasing freedom of information and is designed to give the public access to information collected in the course of government decision making. The Public Records Act also attempts to balance the public’s right to know with individual privacy. Therefore, some materials, such as personnel and appraisal matters, certain election petitions, pending litigation records, etc., are not “Public Records” and will not be released. Requests for records may be submitted to the Clerk’s Office in person, by mail, or via Email.
GIFTS TO THE AGENCY
Gifts: Receipt and Distribution of Tickets and Passes by Agency – Form 802
In accordance with Fair Political Practices Commission (FPPC) Regulation 18944.1, the City’s written policy regarding the distribution of tickets and passes may be viewed by clicking here. Additionally, the City is required to post all Form 802 filings on its website. It is the City’s policy not to accept tickets or passes, therefore there are no filings to be posted.
