Lead by Director and Deputy City Manager, Pedro Orso-Delgado, the Development Services Department consists of four Divisions: Planning, Engineering, Building and Information Technology  

The Planning Division is responsible for:

• Development Regulations (i.e. setbacks, lot coverage, height) for new construction
• Zoning and land use determinations for new businesses and development proposals
• Discretionary permits for development projects: Development Review permits, Conditional Use permits, Tentative Subdivision Maps,  Variances
• Sign Permits for permanent wall and monument signs and Comprehensive Sign Plans for shopping centers
• Permits for special events: Temporary Use Permits and Temporary Sign Permits
• Environmental review consistent with California Environmental Quality Act (CEQA)
• Code Compliance, including complaints and compliance questions

The Engineering Division is responsible for:

• Right of way and Encroachment permits, including driveways, curb cores and moving permits
• Grading permits, retaining walls, flood zone/FEMA map information
• Capital Improvement Program (public projects) and land development (private projects) review
• Storm water and water quality protection
  
  

The Building Division is responsible for building permit review and inspection.

The Information Technology Division is responsible for management of the computer system and website.

Q. What are your business hours and contact information?
The Department of Development Services is open 8:00 a.m. to 5:00 p.m. Monday - Thursday and 8:00 a.m. to 1:00 p.m. on Fridays.  We are located at 10601 Magnolia Avenue, Santee, CA 92071 in Building 4.  You can also reach us at (619) 258-4100 ext 167, fax number (619) 562-9376.

Q. How can I locate my property line?
The Engineering Division Public Counter has the following resources regarding parcels within the City’s boundaries: Assessor Parcel Maps (for reference use only), Subdivision Final & Parcel Maps are available to indicate the dimensions of your property.

For exact property line location, you may be required to hire a registered Licensed Surveyor.  The Board For Professional Engineers, Land Surveyors, and Geologists can provide assistance, helpful information is available in the Consumer Guide.
